The Strategy for eLearning
Riga, March 2005 – Estonian eUniversity, founded in 2003, is a consortium whose main goal is to develop sustainable eLearning for more than 60,000 students throughout the Baltic state. The University plans to become a development center for academic education.

The consortium of Estonian eUniversity consists of the Estonian Ministry of Education and Research, the Estonian Information Technology Foundation, the University of Tartu, the Tallinn Technical University, the Tallinn Pedagogical University, the Estonian Agricultural University, the Estonian Business School, the Estonian IT College, the University Nord, and the Audentes University.

The main goal is to develop sustainable eLearning for more than 60,000 Estonian students and to integrate into the controlled operation of academic teaching in the country’s universities. Beside this, Estonian eUniversity focuses on international projects and partnerships.

At the end of 2004, Estonian eUniversity decided on long-term implementation of WebCT Campus Edition for all member universities, thus covering 90% of the country’s students. Today already more than 340 online courses, mostly involving blended learning, are available each term. In January 2005, Estonian eUniversity - supported by the German company Lerneffekt GmbH - finished and released the Estonian Language Pack for WebCT Campus Edition. It is expected that this localized version will have a strong positive influence in its effectiveness.

Another main focus of the Estonian eUniversity consortium is the development of post-graduate lifelong eLearning programs at the academic level and the creation of a nation-wide Learning Object Repository. The overall goals are very ambitious, but the good foundation already in place makes them appear practicable. The goals include:

· increase of international cooperation
· collaboration of national universities to develop complete online courses and content modules or learning modules
· advanced faculty training
· new programs and courses for employed and disabled individuals
· establishment of local eLearning competence centers at each university that work closely with the consortium

Plans include extending Estonian eUniversity towards becoming a development center for academic education, with integrated e-curricula and eLearning as a durable institutional organization until 2007. By that date, 50% of the courses should be sustainable supplemented by eLearning.
