Brussels (BE), March 2010 - Open ECBCheck, the first international quality standard for ELearning programmes and institutions in international Capacity Building is now available. Initiated by Germany’s InWent – Capacity Building International and EFQUEL, Open ECBCheck has been developed through a unique interagency collaboration of about 25 international capacity-building agencies and their partners, amongst them eight UN agencies.
Guenther Podlacha, Head of the Division for eLearning, Int. Knowledge Communities and Documentation at InWEnt states, "This is the first time that capacity-building agencies agree on common quality benchmarks. It will boost the efforts we all are making to use ICT to improve capacity building and will help our partners to move forward in their institutions."
ECBCheck supports capacity-building organisations to measure how successful their eLearning programmes are and allows for continuous improvement though peer collaboration and benchlearning.
Organisations like FAO, ITC-ILO, UNEP, UNITAR, and the United Nations University are just some of the organisations in the joint effort and brought their experience in eLearning to an international roundtable in order to create agreement on how to use eLearning effectively. In addition to that, it is unique because all organisations become part of an open peer-review community in which they share tools and guidelines, and in which they are able to obtain a peer review from partners in the community.
Three stages to quality are suggested:
- members of the Open ECBCheck professional community document their commitment to quality by joining the Open ECBCheck Charter;
- the Open ECBCheck professional community provides access to and allows sharing of guidelines, tools, as well as experience in quality development for its members in the Q-WIKI;
- a detailed self-assessment on the basis of the newly released OpenECBCheck instrument allows members to enter into mutual peer-review partnerships to improve the quality of their eLearning services.
Ulf-Daniel Ehlers, vice president of the European Foundation for Quality in eLearning emphasizes, "To form such an open and community-based quality alliance for capacity building gives credibility and recognition to the achievements of all participating agencies and organisations around the world. Open ECBCheck is helping ICT to assume its important role in international capacity building because it sets transparent agreements for quality."
